The 3rd International Conference of the Malaga Global Coalition for Municipal Finance, entitled “Accelerating Progress Towards a Financial Ecosystem That Works for Local and Regional Governments”,will be held on 5-6 October 2023 under the lead of UCLG and the United Nations Capital Development Fund (UNCDF), with the support of the Global Fund for Cities Development (FMDV) and hosted by the Municipality of Malaga.

By bringing together local and regional elected representatives, government ministers, development banks, capital market authorities and commercial banks, this Conference will unpack how the international financial architecture can be adapted to better include local and regional governments at the decision-making table and in locally-designed solutions. The Malaga Coalition policy agenda is proposed as a concrete path to developing the required financial ecosystem.
Through dedicated roundtable discussions, concrete solutions put forward by different types of actors will be showcased, to underline the need to localize financing for continued and universal access to basic public services, as well as for the development of sustainable infrastructure for climate change adaptation and mitigation. Special guests will be convened to discuss innovative financing mechanisms, including the public use that is made of the World Observatory on Subnational Government Finance and Investment (SNG-WOFI).

The 2023 SDG Summit will take place on September 18-19, 2023 in New York. It will mark the beginning of a new phase of accelerated progress towards the Sustainable Development Goals, with high-level political guidance on transformative and accelerated action through 2030.
Convened by the President of the General Assembly, the Summit will mark the halfway point in the timeline for achieving the 2030 Agenda and the Sustainable Development Goals.
Our constituency will be present to bring the contribution of local and regional governments to the global decision-making table.

The 2023 High Level Political Forum (HLPF) will be held from Monday, July 10 to Wednesday, July 19, 2023 under the theme “Accelerating recovery from coronavirus disease (COVID-19) and full implementation of the 2030 Agenda for Sustainable Development at all levels.”
This year, five Sustainable Development Goals (SDGs) will be reviewed: 6 on clean water and sanitation, 7 on affordable and clean energy, 9 on industry, innovation and infrastructure, 11 on sustainable cities and communities, and 17 on partnerships for the Goals.
Our local and regional government constituency will be holding two key events that will bring input from our cities and regions on localizing and achieving the SDGs to the HLPF:
- 12 July: The Local and Regional Governments Forum.
- 13 July : The Local and Regional Governments Day.

Large cities and metropolitan areas face a range of shared challenges, such as inequality, diversity, public health issues, and the climate and energy crises.
Metropolises and their inhabitants are still the drivers of innovation and growth and through sustainable development are key to building societies that are more inclusive, more accessible and more efficient.
