UCLG, Metropolis and the London School of Economics – LSE Cities are joining forces to analyze the impact of the current global health crisis and the recovery process on the governance of our cities and territories. Local and regional governments are conscious that our world will never be the same and we will need to build responses to create safer and sustainable communities.

Policy brief on the legitimacy of emergency responses and the extent to which this legitimacy must be rooted in democratic practices. This issue ties in closely with the role of cities and territories in strengthening local democracy and advancing the broader principle of subsidiarity

Governance renewal for the 2020s will require adjusting our institutional structures to emergency mode while dealing with live crises. Complex emergencies demand governance well beyond established disaster response, relieve, and recovery
