As United Cities and Local Governments, we feel the enormous responsibility to be the voice of the voiceless.

Those who are voiceless. If having a voice, they would say: please stop.

We commit all our efforts to stand with the communities wounded by unforgivable brutality in all its forms.

We put all efforts available with all the forces of our cities and territories to ensure that humanitarian conditions are guaranteed and we urge the international community to find a solution to a conflict that does nothing but take lives.

We express our deepest condemnation of all forms of terrorism. We insist on being close to all victims wherever they may be and put City Diplomacy at their service.
