UCLG Mentoring Programme: Strengthen city to city Partnerships in Mozambique

A mission to Mozambique in march supported the cities of Xai Xai, Lichinga, Manhisa and Maputo to coordinate their strategies and involve partners through précising and negotiating areas of support and decentralized cooperation. Besides Porto Alegre, the mission was joint by 2 networks CIMES (intermediary cities) and arquitects without borders (ASF), that support the mentoring approach in Mozambique. Porto Alegre and XAi XAi signed agreements for cooperation on precise tasks related to management taxes and fees
Strategic maps and action plans for Lichinga and Manhisa were advanced and are followed by Asf
An agenda for a peer learning of Maputo and the partner cities Belo Horizonte, Durban and Seoul was précised (date to confirm) .
The results were presented in a national workshop in Chimoio that also concluded the Nampula development grant of Cities Alliance, that was partnered by UN Habitat and UCLG- ANAMM.
UCLG supports ANAMM to coordinate the national peer learing agenda, that requires a solid need assesment, clear expectations and continous communication between the partners. Further, ANAMM and the world secretariat cooperate on an agenda of national policy dialogues on urbanization and preparation growth in middle sized cities ( developed in the context of a Cities Alliance grant to Nampula with UN Habitat) and on public services (part of a Joint work agreement between Cities Alliance and UCLG).
This diaogue is foreseen in the second semester of 2012 and wil adress the challenges and oportunities on decentralization of services such as water, waste and infrastrucutre.
